WBS 01

Woolly Bugger Solutions (WBS) is seeking a Defensive Cyber Operations – Space Analyst to support Headquarters Space Operations Command (HQ SpOC) located on Peterson Space Force Base, Colorado Springs, CO.

An active TS/SCI clearance is MANDATORY

Key Responsibilities:
• Support strategic technical planning and analysis for current and future cyber capabilities.
• Plan and create proactive defensive cyber capabilities.
• Recommend Operational requirements for cyber defense.
• Write Concept of Operations and Operating and Enabling Concepts.
• Write training and exercise requirements for cyber capabilities.
• Integrate cyber effects for proactive defensive cyber capabilities of USSF weapon systems.
• Develop DCO standards to inform weapon system development and defenses of space systems.
• Develop strategy, prioritization, and policy to incorporate cyber operations into space systems.
• Conduct Science and Technology strategy developmental planning.
• Travel may be required quarterly for a limited durations to support Customer events.

Qualifications:
Required:
• An active TS/SCI clearance is required to be considered for this job, which is something only a U.S. citizen can obtain.
• BA/BS degree required.
• Security + and Requirements Management Level B certification.
• Experience in providing strategic advice and recommendations, technical guidance, and analysis and recommendations in a Headquarters environment
• Demonstrated ability to prepare quality products including briefings, point/position papers, and staff packages for senior leaders.
• Self-Starter with ability to multi-task and quickly pivot across multiple work responsibilities in a dynamic environment in response to staff taskings.
• Ability to work with internal and external senior leaders, offices, directorates, and action officers.
• Methodical mindset: Able to follow troubleshooting protocols, solve problems, prepare recommendations, and clearly document solutions.
• Excellent verbal and written communication skills.
• Excellent Microsoft Office application skills.
• The ability to work in a secure, confined location (i.e., SCIF).
Desired:
• Experience with Joint Capabilities Integration and Development System (JCIDS) processes. Knowledge of the Software Acquisition Pathway is a plus.
• Experience with US Space Force weapon systems and missions
• Headquarters Staff experience for a Service, Combatant Command, Field/Major Command, or equivalent
• Experience with Joint- or Service-level strategy and/or concept development
• Experience with Operations Integration and Sustainment
• Cyber operations or cyber support experience. Examples include: USCYBERCOM, Cyber Service Component (i.e., 16th Air Force, AFCYBER), Wing (67th Cyberspace Wing, 688th Cyberspace Wing), Network Warfare Squadron, Network Operations Squadron, Cyberspace Operations Squadron, Network Support Squadron OR equivalent.

WBS 02

Woolly Bugger Solutions (WBS) is seeking an resource management specialist to provide financial execution support to HQ STARCOM and its subordinate units, enabling STARCOM awareness of financial position and ability to execute budgetary actions based on technical feasibility as well as financial and program. This position is located in Colorado Springs, CO.

An active TS/SCI clearance is MANDATORY

Key Responsibilities:
• Provide analysis and recommendations supporting programming queries, program reclamas, Resource Management Decisions, and Congressional marks for legacy and new space and cyber systems.
• Document program advocacy positions, POM strategies, and preparing senior leader briefings through HQ CFC corporate processes.
• Develop draft budget estimates for Execution Plans, Spend Plans, and Unfunded Requirements submissions.
• Provide technical and financial recommendations across the life cycle of space and cyber programs, including audit readiness, internal controls, and financial process improvement.
• Collect, consolidate, analyze, and evaluate directorate fiscal positions and recommending resource prioritization strategies to maximize mission impact.

Qualifications:
Required:
• Deep experience in initiating and/or developing Government specified content. Experience in providing strategic advice, technical guidance, analysis and recommendations for mission and program challenges. Knowledge of financial systems and tools (i.e., DTS, FM Suite, PBES, DEAMS, BUDGIE, ADVANA DAR Q, FMFO PowerBI Analytics Tool)
• Ability to Brief senior leadership and decision makers through corporate processes to include Space Force and Headquarters Air Force
• BA/BS degree
• 3- 10 years experience in developing and formulating advice and recommendations, technical guidance, analysis and recommendations for mission and program challenges
• Demonstrated ability to prepare and brief quality products including briefings, point/position papers, and staff packages for senior leaders.
• Self-Starter with ability to multi-task and quickly pivot across multiple work responsibilities in a dynamic environment in response to staff taskings.
• Excellent verbal and written communication skills.
• Excellent Microsoft Office application skills.

WBS 03

Woolly Bugger Solutions (WBS) is seeking a Test and Evaluation (T&E) subject matter expert to provide technical assistance supporting Headquarters STARCOM/TE to organize, train and equip a space warfighting test workforce to support the US National Security Strategy and CSO’s strategic intent. This position is located in Cocoa Beach FL at Patrick Space Force Base. 

An active TS/SCI clearance is MANDATORY

Key Responsibilities:

  • Provide policy, strategy and resources to support an integrated enterprise test campaign that demonstrates space warfighting capabilities and Tactics, Techniques, and Procedures as they are developed and evolve.
  • Develop operational test and training requirements recommendations in applicable System Training Plans and Test Strategies, as prescribed in SF and STARCOM instructions
  • Enhance mission success and survivability based on mission requirements and the threats associated with each system.
  • Align recommendations with established training plans and test strategies. Coordinate specific attributes to enhance mission success and survivability
  • Provide technical assistance and subject matter T&E experience to STARCOM Operations Directorate

RELEVANT EXPERIENCE: 

  • Deep experience in initiating and/or developing government specified content for Test Program Policy and Test Planning.
  • Experience in providing strategic advice, technical guidance, analysis and recommendations for Senior Management and test program challenges.

EDUCATION/CERTIFICATION: BA/BS or MA/MS desired

SECURITY CLEARANCE: Top Secret / SCI (SAP/SAR eligible day 1).
